The Handskill Story In 1975, temporary services for the skilled labor industry started to organize in the Portland area. Temporary millwrights and electricians helped General Electric rebuild turbines and generators. By 1983, manufacturers of lumber, steel, and paper started staffing temporary skilled laborers to help them with production, maintenance, and expansion.
