(HRDF) was incorporated in 1967, as a social arm of the West Virginia AFL-CIO, for the purpose of providing economically disadvantaged West Virginians opportunities for self-sufficiency and improved living conditions.HRDF, one of the largest non-profit organizations in West Virginia, has continuously met this mission by successfully assisting thousands of West Virginians through advocacy, empowerment, and the successful administration of a wide variety of employment, occupational skill training and educational programs.

The purpose of the Employment for Independent Living Program is to offer youth aging out of foster care an opportunity to develop job-seeking skills, acquire employment, develop an employment history, learn regular work habits, develop basic skills needed to succeed in the workplace, and to retain employment.
